I had a very small accident

The woman parked over white line very crooked with wheel on full lock. I scuffed her tyre as I did not see her tyre. and approx 1/2 inch line no metal damage. I found her and she said was not worth claiming and we left it at that, eight weeks later we had a $800.00 claim we were not advised only sent the account. wehave photoes that show almost no damage. what can we do we feel its fraud
